I set Stream Encoder to use CQP but it seems to still be streaming with CBR

OBS Version 30.1.1 64bit

I was having this issue then I uninstalled, reinstalled and latest updates.
When I set my OBS to CQP Level 10 (Which I think was around 6000-7000 kbps while it *was* working), OBS is still using CBR at it's last setting.

I tested this by going back into Rate Control CBR 1000, 2000, 3000, then switching back to CQP and Apply'ing. When I go live, OBS will show that it's encoding at 1000, 2000, 3000 despite switching back to CBR and saving.

I'm on a RTX 3070 gpu, 3700X CPU, 32gb RAM. If anyone is familiar with this bug or can help troubleshoot, much appreciated!

NOTE: It's generally recommended that you don't stream with CQP.
Settings > Stream > If there's a box for "Ignore streaming service setting recommendations", check it, [Apply], [OK].
