I need help

I need help choosing the best video bitrate and encoder and video quality. Encoders: x264, x264(low CPU usage), Hardware (AMD)
CPU: AMD Dual Core E2-7015
Driver:AMD Radeon™ R2 Graphic Card
 
this pc will have an incredibly hard time streaming, i would recommend the AMD encoder, but its going to look horrible, but i dont thing x264 will even run
 
i dont want to stream so yeah, but if i use amd encoder it says encoding overload, but if use x264(low cpu usage) the game will lag, so what should i do with the pc? upgrade the processor or what? tell pls

honestly you are better off buying a new one, that one is super old and has a very minimal upgrade path

i really dont know which to buy and the price is almost the same because both of them is really good i dont which one to buy help pls:D

always go NVIDIA for streaming
