I can't seem to fix it. I'm not sure what is making it not work properly it's a lag where you can't shoot properly when OBS is not running.
Setup: i7-7900k
gpu: 1080ti
RAM 16gb

ANY IDEAS PLEASE HELP! I bought i7-7900k so it can solve the problem, but it is still the same as my i7-7700k...kinda disappointed.

Turn off Game Mode, and upgrade OBS to the latest version (the version you're currently on has a broken auto-updater).

As Carlmmii suggested, the version of OBS you are using was released before Windows 10 made some changes to gaming and game capturing

The unfortunate effect of these changes was it crippled DX9 game capturing, and to top that off, your version has a broken Auto-updater so it will never prompt you to get the newer or newest version that has the fixes.

So you updated your CPU, but not your OBS, and are still facing the same issue. Get yourself up-to-date and the problem should go away.

The update has helped me alot! When I did the wizard setup, i have 6000 video bitrate. It's still not butter smooth but a little bit better than before. Is there any tweaks I can try to make it 100% smooth?

Where is the Game Mode?

Hit Windows+i, goto Gaming, turn off everything

You can't turn it off in older versions of Windows 10 ( you can but it requires a registry edit)

Oct 2018 edition you can.

That said, game mode isn't as important, Game DVR is the most important one to turn off.
