It is doable, on stream too, this guy did it on youtube vid but there's a streamer that does this effect on stream. It's not a sony vegas kinda thing

Looks like both are just clever uses of the Freezeframe filter plugin, possibly with the Move filter plugin as well:

Seriously though, why not just ask him directly about how he does each, if you're looking to copy his effects setup?
 
It's not so easy to get a answer from him, all he says "i do it from obs" nothing much, but thank you, I'll check what you said
