I need help for obs

I want to get al least 60 fps at 720p - 1080p. I tried to set it up with youtube videos but then never really helped. Also I get some dropped frames that make my stream lag or freeze. Can anyone please help me out. Like want settings should I use in obs. If you can send me what I need to do that would be helpful. Thanks

CPU - Ryzen 5 3600
GPU - NIVIA GeForce GTX 1650
Motherboard - TUF Gaming X570- PLUS
RAM - 16gb 3200 DDR4
Storage - 3 TB storage
Network - Wired
64 bit processer

Well this answered 1/2 questions I have, I think the other one is more important tbh

Monitor: 1280x720 60 Hz
OBS Video: 1280x720 60 FPS
OBS Output: NVENC CBR 3000 Kbps Preset Quality Profile High
OBS Advanced: Enable dynamic bitrate
Game: 1280x720 60 FPS low quality

If everything is smooth, increase game quality and bitrate.
