Try turning off these filters and see if the underwater sound is gone reapply filters if needed one at a time and test.

13:52:39.948: - filter: 'Compressor' (compressor_filter)
13:52:39.948: - filter: 'Limiter' (limiter_filter)
13:52:39.948: - filter: 'Noise Suppression' (noise_suppress_filter)

I suspect the noise suppression filter is the cause.

I doubt this is still an issue for you but just in case anyone else comes to this post:

I had the same issue and the cause was due to surround sound settings being on. It was not my default computer settings but a secondary audio management system that was overwriting the computer settings.

Both Surround Sound and Bass Boost was on which caused the issue.

Hope that helps someone.

@Bardini Surround-sound (especially fake surround-sound, like on almost all surround-sound headphones) is the most common cause of this, yes. But the OP did mention in their first post that everything was on Stereo.

Hello just in case anyone is still currently having this issue as there doesnt seem to be an immediate resolution to the issue. Most people with this issue are reciving the game audio twice check your audio mixer as there is game audio playing to verify which audio sources are outouting game audio mute one of the culprits and you should be good to go

For me the issue I found was if I take the sound down to mono, and play 100% through the right channel I get the underwater. If I play through the left channel 100% the issue resolves.
Just to say-
there are no filters on
and
no other sources aside from desktop on both ends of the NDI set up.

I had a similar problem. Not sure if it would help the OP, but since this page is on the first page of Google, someone might find my solution helpful.

So, you listen to music in your headphones, then you open OBS and the music starts to sound underwater. To fix it
-> Go to OBS preferences
-> Choose audio on the left panel
-> In the Global Audio Devices section change mic from the built-in mic in your headphones to the default laptop mic (or turn it off).
