I have a camlink 4k. When i try to select video capture device resolution it only allows me to do 4k30, but i wanna do 1080p60

The settings you show on picture are for input. You can only select among settings provided by the input device. And amazon says camlink 4K is 30 fps.
Your request for 1080p60 could be achieved with a setting on output (OBS/Settings/Video/"Base (canvas) resolution" and "Output (canvas) resolution"). Note that OBS will not create intermediate frames when upscaling from input 30p to output 60p, only duplicate (afaik).
For creating intermediate "interpolated" frames you will need to wait 10 year from now, probably a future plugin using AI-generation...
