Question / Help I don't know why my stream is very (very) choppy

Hi all!

Recently I came up with the idea of streaming to Twitch. I figured my PC and internet were both good enough so I thought I'd give it a shot.
PC: GTX 1060, i7-6700, 16GB RAM
Internet: 192Mbps down, 19Mbps up

Whilst I'm streaming, the fps in my game is perfectly fine, and OBS isn't showing me any problems.
However, when I watch my stream on any device (and even when I play back the video afterwards) the framerate is all over the place. The stream freezes up for a couple of seconds, to then run smoothly, then freezes, then smoothly, etc,..

I've a lot. I played with most of the settings (the ones that I know what they do) but to no help.
Is there anyone who can help me?

Also, I tried streaming with Xsplit to see if that would change anything, but it didn't. So I'm guessing it's about my connection. Is there any port I should change or something? It seems like my internet should be able to handle it, but the Twitch Inspector Tool is saying that my test stream is unstable and stuff.
