I clicked "stopping recording" too early and now my video is very choppy. Is there anyway to recover the video at the quality it was recorded at?

That logs shows numerous recordings, and encoder overload in many (all?) of them
no, there is no recovery of what wasn't recorded
especially the hour long
15:13:34.513: Video stopped, number of skipped frames due to encoding lag: 202401/202797 (99.8%)
ie - almost nothing actually recorded

Always test first. at this point, your settings, with what you are running, combined with your hardware, doesn't seem to be a match
- Make sure Operating System is optimized
- Adjust OBS settings, leaving some headroom, for recording (start with auto selected settings, adjust from there). At a minimum, I'd start by dropping to 30fps
