So heres the specs
Gigabyte 970A-DS3 mobo
AMD 6100 FX 6 core 3.8GHZ over clocked CPU
760 GTX OC GPU
12GB DDR3 ram
240GB SSD 500 GB HDD

Sound Blaster z
Windows 10 64 Bit
Internet tested 217mb download and 21mb upload in the JVT ping app it says 10000+
So I have tested both OBS studio and Xsplit and can not seem to stream any higher then 480p at 2000 bitrate, I have tried 720p 30 fps 1000 bitrate, 1500 bitrate 2000 bitrate and even 2500 bitrate lags and buffers,
540p again same bitrates not too bad at 1500 but does buffer,
480p works fine at 2000 but that just seems a rubbish quailty. I have tried lower quality in games but still doesnt help. Any ideas why I cant stream any higher then 420p Youtube is fine at 1080p 60fps or 30fps when using avermedia at 5000 bitrate, so i know its not the internet could be Twitch,
