I bought 3990x but can't x264 placebo stream very slow too(overload). Why can't?

3990x is 64 cores 128 threads why can't? many cores not work.

x264 does not scale with so many cores, so you wasted your money if that is just for streaming.

x264 stops scaling at around 20 cores for 1080p, also the higher the used threads go the worse gets the compression.
