Question / Help I am new to streaming and need serious help

So as a complete noob (hah) I literally have no idea on how to optimize my viewers experience, I have tried playing with bitrates but I just can't figure out how they work! I also have an issue with constant buffering, is my computer slow or am I just stupid. I am streaming to Twitch.tv via OBS (duh) any help at all would be appreciated!
