Question / Help Hundreds of dropped frames

Hey I recently started using obs studio and I cant seem to stream without losing frames and constant buffering no matter what the bitrate. I use elgato with obs to capture and my speeds are 90 down and 11 up. I have a pretty good pc with an i7 6700k and gtx 1080. Any ideas?

I've done everything but the firewall portion because I'm not sure how to do that. When I used the tool the bandwidth failed to every single server.
