Im running on i7 8700k, EVGA GTX 1080 SC2 nad 16gb ram, internet 97mb down and 16mb up.
OBS settings:

Rescaleoutput:1280x720
Rate control:CBR
Bitrate:3500
Keyframes interval:2
CPU usage preset:faster
Profile:main
x264 options: opencl=true

VIDEO
Base 19210x1080
Output scale:1280x720
