It can be triggered with certain hotfixes or cumulative updates instead of the Anniversary Update directly. There are lots of posts not just here, but all over the internet, about various Win10 updates breaking stuff.

This indicates that you have the Windows Update KB3189866 or KB3193494 installed. Try rolling that back and testing again. If that does not work, then check if you also have KB3176938 installed, and if so, roll that back.
Alternatively, what Nvidia driver version are you on? If you're on something recent, an alternative
may be to rollback to 368.81 or 365.19, though I have not yet been able to confirm this (it was suggested by Nvidia).
Lastly, if rolling back software or updates makes you uneasy, you
may be able to workaround this if you disable the OBS Studio preview.
