Question / Help Huge Delay Issue

I'm new to streaming and thanks to the developers. My delay is almost at 20 minutes. I'm trying to figure out why, can someone grace me with some wisdom. I have more logs but at the moment I have no idea why the delay is so huge. Reduce delay is enabled on twitch, settings is 2000 bit rate, no delay on obs. I don't know why I'm missing ALOT of frames. Peaked at 30%. Can my internet provider be an issue? I restarted the stream a few times if more logs are needed

My pc specs are
-I5 6600 Intel Processer
-Radeon 480 8gb Graphics Card
- 16gb Anarchy DDR4 Ram
- Toshiba 1 TB Hard drive
- Mid Tower Case
- Asus H170 Pro Gaming LGA 1151 ATX Intel Motherboard with USB 3.1 Type-A/AC

Try to stream to youtube or to other service. Make sure that you have 2160 kbit/s of bandwidth for upload.
