Question / Help How to troubleshoot my Network Connection to solve my OBS dropped frames?

My ISP is Cox communications with a download of around 100 and an upload of 10, I have an ethernet connection and despite trying various OBS configurations I cannot manage to stop frequent dropped frames. I'm currently using NVENC as my single PC setup uses a Haswell i5-4670k which is unsuitable for x264 encoding, my bitrate has varied from 2k-6k in an attempt to reduce the dropped frames but unfortunately it still occurs at any value. I'm thinking the culprit is my network connection but I'm not entirely sure on how to troubleshoot it, do I need to check if my routers firewall is blocking a port? How do I check with my ISP to see if they are the issue? What other things could I be missing? Below are my specs and logs.
