I saw a thread about this topic, and remembered that I had planned on making a thread about it a while ago. Anyway, something I have tried, and it worked, was this:
1. Use the built in PS4 stream/share, and stream to youtube (mark it as private or unlisted).
2. Capture your own stream with OBS from youtube, and then send it to your actual destination, ie twitch).
The quality was on par with the PS4 stream, and no visible degradation occurred for being a re-stream. The only downside is that you need twice the bandwidth (ie 2000kb to youtube, and then 2000kb to twitch), and that it adds an extra a10 seconds or so of delay between your gameplay and your stream. This is why it would be nice if PS4 had a local stream ability to stream to your computer.
