Sounds like your computer and its settings are inadequate for your OBS Studio config. You can optimize the computer including OS, and OBS Studio, and/or reduce workload (lower incoming resolution)
How to adjust your camera output? that depends on your specific make, model, and possibly firmware. Reading the camera manual would be a good place to start. Adjusting OBS Studio to drop streaming output will help, but computer/OBS still has to process incoming video... so if computer overloaded already, you'll get a larger impact by reducing incoming video resolution
However, you may simply have a setting wrong in OBS Studio (trying to use CPU instead of GPU offload, if such is available on your PC). You did NOT post your OBS Studio log per the pinned post in this forum for when asking for help/support.
