How to stream 4k settings rescaled to 1080p without losing quality?

i have a quality issue; I have a 4k monitor (3840x2160), my display settings is set to 4k, my canvas and output resolution in the stream tab of OBS options is set to 4k, my game( is at 4k and the rescale output option is ticked in OBS for 1920x1080 so that i can stream it to Twitch.
Except when I do stream it, my broadcast suffers from distorted and lost pixels or generally bad quality when I check the playback, and I don't understand why. When I changed all those settings from 4k to 1080p and tried the same thing in the game(s), my quality was completely fine with no problems.
My takeaway is that I cant play my games in 4k and downscale the output to twitch to 1080p unless i suffer from quality, but I dont understand why when downscaling shouldn't affect quality (from what I understand).

I've posted pictures of the tests in both Valorant and WoW to show you what I mean;

In WoW I only noticed the quality difference majorly in the text when writing the character name.
I was crossreferencing it to my stream while I was live and it looks much worse than on my monitor, that's how I knew the quality affected WoW too.

But it's super noticeable in a game like Valorant cus the crosshair is usually the focus of the viewer and it gets absolutely butchered during stream and it's super unmotivating to keep playing.

Can someone explain how and why I'm losing quality when I stream in 4k settings and what the workaround is if there is one? Otherwise it's pretty sad to have a 4k monitor get handicapped to 1080p whenever I want to stream and can only really enjoy it offline.
