I accidentally moved the red frame, how do I tell it to go back to where it was on the screen of obs? I know I can drag it back but I'm not sure when I do that if its in the correct spot, is there a reset for that?

OBS doesn't currently have any way to undo. The red frame is the border around your source. Each source can be moved independently, and sources snap to the edges of the canvas. You can right click the source and select Transform to choose predefined positions, or use Edit Transform... to set the pixel position manually.

I think the OP is asking how to reset the red borders back to their starting position, which is the issue I'm running into.

Note that I am learning how to do things in the app (Windows).

I think I found how to do this: right-click the viewing area, then select "Resize output (source size)". That resized it properly to the size of the window I already had selected.
