Which are the best settings for video recording in 4k of videogames? And for streaming in full HD?

Your OBS log file was only partially copied to github.

Not sure of the best settings, you should try to find out experimentally. Ryzen 7 is still too new, 4K encoding is still too new. You should use a pretty big downscale if you want to stream it, downscale it to 1080p at the very least. You won't be able to stream 1440p on Twitch for example, even with their increased bitrate limitation.
