How to make sound come from a video capture device?

I had already had and solved this issue by simply changing the audio output in the properties for the device, as OBS was receiving audio from it and just not playing it to the right output. Now, however, OBS has stopped receiving audio from the capture device entirely. How do i fix this?

Is it a cheap one? ~$20 USB? If so, then all bets are off. Those things are riddled with deceptive designs, deceptive marketing, and lousy quality control.

I used 4 of them on a rig, and it never quite worked right. A 4-input internal card cleared all of that right up! And a name-brand USB one works well on a different rig. Expect to pay about $100 per channel. Slightly less if you can get a multi-input card with all of them working simultaneously. Some only show one input at a time, by design.
