Question / Help How to make my stream look better?

Hi all,
So I got a better internet (previously I had 30M download and 3M Upload, now I got a 120M download with 10M upload) so today I tried to stream Black Desert Online, I didn't feel the impact on my framerate or anything but when my stream ended and I decided to actually have a better look at it, it felt a little blurry (maybe a lot at times) making the game look really bad, I mean BDO is gorgeous and sometimes it looked like a ps2 game on my stream, specially when I was moving my camera fast, is there a way to improve the quality?
I was using 4500Bitrate as youtube recommended but maybe I should have gone for 8k? btw I'm streaming at 1080p 60fps, you guys think only the bitrate increase will help or should I do something else?

Encoder is x264
I'm Using CBR bitrate was 4500, I'll try to stream again tomorrow with 8k.
Keyframe Interval was set to 2
CPU Usage is set to ultrafast. (no idea what this does maybe I should slow it down?)

CPU: Intel I7 3770k 3.9Ghz
GPU: Nvidia 980Ti
Motherboard: Intel DZ77RE-75K
PSU: Coolermaster 750W something I don't remember lol
16GB (2x8) Kingston DDR3 2400Mhz
Kingston Savage 240GB SSD
Random I don't remember 1TB HD Maybe Samsung? Probably Samsung.
 
ultrafast gives the worst quality in x264 encoding because it uses the least processing power out of superfast and the default preset veryfast. I highly doubt you may get results in 8000 bitrate in 1080p60 with ultrafast anyways but I highly recommend you downscale to 720p and raise the CPU preset back to its default.

what was the default? Veryfast? Maybe nvenc or something like that would give better results? I'll try a private stream before the real one to test the "slower" CPU settings as suggested. Also 8k vs 4.5k bitrate should give some results right? Or are they minimal?
 
The best preset for NVENC is somewhat in between ultrafast and superfast in terms of quality per bitrate. Also, 8000 vs 4500 bitrate is pretty much comparing night and day when in 720p60, but 8000 in 1080p60 may not be enough and by default 1080p60 on veryfast would give even X99-based CPUs a good workout.

I see I'll try to downscale to 720p60fps, in your personal opinion I should go for NVENC ultrafast/superfast or x264 Superfast, also should I slow it further? veryfast/fast?
I never really messed with these configs, I just want games like bdo or fast paced games like overwatch where I spin around all the time doesn't feel bad when I'm moving the camera at a decent speed.
I just got back from work I'll try to test these on a unlisted stream to see how it goes.

I run around Faster and Fast as I have a 6core 5930K CPU. Sadly I don't see a single bit of difference and I'm running 720 60fps. The CPU runs more and I start to feel latency in the game (not network latency) and that becomes an issue for me as I like game-play smooth.

Your only option to get all of that off of your CPU is Elgato HD60 Pro.. GPU is great for streaming and you don't feel the hit but it's quality is bad IMO. I'm picky so understand my requirements are demanding compared to others out there.

If you have the money then a streaming encoder PC is your best option.

yeah I got no spare money for a new pc, the only options that increase quality are the speed of the cpu thing and bitrate?
