How to get VHS Video to digital and scale it up with A.I

Hi,
Now that A.I. is everywhere, I thought to now finally get my VHS videos to the PC.

What would you consider the best method to do this?

Many THX for suggestions.

PS: I have an old Hauppauge HD PVR 1212 is this useful for this project?
