How to get rid of exclusive use of devices from every application on the system?

Hi,
I think OBS is a great app but it has the same problem all other apps have on my machine (W10x64); when I start an app that uses the audio device, no other device can use it. Even when I start OBS i cannot play the video file and hear the sound. If I stop OBS I can play and hear sound.

Hope someone can give me a great tip to get rid of this and use OBS.

Exclusive use of audio devices is managed by the sound settings in windows.
Video files may be played within OBS, too.

I already have disabled exclusive use of all my devices in Windows but still to no avail. Is there a way that OBS can get around this? And I looked on youtube how to play a video file and that looks ok. What I really want to do is record webex sessions but I cannot use more then one app at a time or I don't have any sound.

At the Audio Mixer: click the cog wheel icon, Advanced Audio Properties. Is the Audio Monitoring set to Monitor Off?
(Output = the sound going to the stream and/or recording; Monitor = the sound for you, the OBS operator at the laptop.)
