Question / Help How to get rid of bluriness/greenish artifacting in High Motion Games?

So I primarily play first-person shooters and the game turns out pretty blurry especially in medium-light to dark areas of the game. I plan to stream to Twitch.

i7-4770k
AMD R9 280x
16GB RAM
1920x1080 Monitor

I want the stream to look clear with the least blurriness/artifacting.

Will these settings work fine?

Put simply though, for that bitrate at 60fps, you want to aim for no higher than 960x540.
