how to fix "An encoder error occurred while recording"

i recently upgraded my cpu from an i7 6700 to a r5 3600 and now when I try to stream and game, it crashes and if it works, obs crashes later with this error

This means your graphics driver crashed internally. This is a hardware issue with the graphics card or an issue with the driver.
Make sure the most recent graphics driver is installed, revert any overclock, and make sure there's no overheating.
If the hardware combination never worked before, it may as well be an issue with the power supply (did you connect every power cabling for the GPU?), and the worst case is an incompatibility between the mainboard and the graphics card.

Hey Koala, could you take a look at my log as well? After 55 minutes obs crashed with the same message and my screens started going black. I had black screen gpu driver crashes before (newest nvidia), never had them before last month, system runs since 10th of december. I did memtests, but i have no idea if the gpu is faulty or if the psu is too low, and i thought my mainboard (up to date bios) would be good for handling the new 3090 (it's the z390), but i am just desperate right now.

it started happening out of the blue for me in SGW3, i switched it off and on again and hey presto sorted, guess a glitch, it had been running for weeks without getting closed, just sleeping,
