Question / Help How to find fps of input video

i record HDTV via Avermedia 710 capture card using HDMI from set-top box using the proprietary software ReCentral using the following setting: 60 MBPS video Rate, FPS:30. I am unable to use 60 fps settings with ReCentral software .It doesn't show 60 fps setting when I plug in the capture card input. Does that mean that max input fps of card output to pc via USB 3 is 30 FPS ?
Now i want to use OBS Studio which allows me 60 fps settings. The set-top box signal is 1080i 60Hz. THIS CONFUSES ME. Is this equivalent to 1080p 30FPS or should i record it in 1080p 60 FPS to get best quality. HOW TO DETERMINE THE ACTUAL FPS AND BITRATE OF INPUT VIDEO TO obs Studio so that I don't unnecessarily increase the fps and bitrate of output video? Plz help me ?
 
Hi Experts, Is there a way to find out the actual FPS and bitrate of video signal at the input to OBS Studio so as to select that same setting in output while recording HDTV broadcast through set-top box and Avermedia 710 ?
