How to create a DVB stream MPEG2.ts encapsulated in IP?

Hello forum! Help me solve the problem. There is a task to broadcast video from a Windows PC to cable TV via ip to the 8asi-4RF Converter.
The Converter developers said that it can accept a stream over the UDP, RTP unicast or multicast protocols.The stream must be a
standard DVB MPEG2.ts stream encapsulated in IP. The stream must have staffers.
I created something similar, with the container format mpgets. The Converter understands the signal, but there is no image, and the sound sometimes skips. Tried other settings and now it doesn't work either(

Did you get anywhere with this?
I'm looking to adopt a similar stream for DVB-T via TSoIP or directly via ASI through a dektec ASI card to a Enensys modulator. Not yet implemented (very soon however.)
I know the bitrate is critical and needs consideration to be bitrate to be just lower with room for slight amount of NULL stuffing to fill the TS stream to a constant bitrate stream. Muxing h.264 video and aac audio plus any other meta data/aux data (CC, teletext etc) including the SI tables.
FFmpeg can do most of the work however as of 2023, I understand FFmpeg is NOT DVB compliant? I could be wrong as it's been a while since I used the mpegtsmuxer in ffmpeg . The PCR timing is super critical with injection of SI to PMT, PAT to be consistent intervals within the stream.

Hint.. TSDuck (set of TS tools) is good option to prepare the ffmpeg generated TS pipe via into TSduck tools for DVB compliant TS. null stuffing and PCR reclocking etc.
