How do I fix video breaking up?

We have a problem with the video image coming in to OBS breaking up:

Task manager says CPU is at 50% and memory is at 30%. I see no spikes anywhere in task manager when this happens. We have 2 PTZ cameras -- happens with both of them.

Is there a setting in OBS that would alleviate this?

In case anyone else runs into this...

I replaced the POE switch connecting the cameras and streaming computer, and the situation improved.
