How do I add a new webcam? It does not appear on the drop down list of devices?

HELP Needed Please
I still cant add my Webcam back to my list of devices....and yes it does work on other platforms
I had this issue before but cannot find the solution that was given before.
 
check windows camera Privancy settings that obs can grab it !

did you use an USB camera + USB capture device ? on the same device ?
