How can I play a game in 1280x720 and record it in 1920x1080?

Not possible. OBS captures from the frame buffer of the game, and if this buffer is1280x720, it's what OBS will get.
You can upscale this to 1920x1080 in OBS, but this will not add additional picture information, so it's just bloating up the video, making its quality much worse. Any media player will adapt (scale) any video to whatever resolution, so it's better to create your video with the native game resolution and let the media player rescale.
