How can I fix it?

When I record with OBS for 20 minutes when I close it saves it as 30 seconds. How can I fix it?

Simple, start recording before starting what you want to record, and stop recording after you want to record.
Otherwise deliver the log file from OBS (Menu Help/ Log Files).

Processor, graphics card is hmm too weak for 1080p60.
Change power effinency to high performance and maybe you can stream, record in 1280x720 in 30 fps.
