Question / Help Hotkeys Disabled When OBS Not Active Window

I have a Mac mini running Catalina and OBS 24.0.6. I have it set in Advanced Settings to Never disable hotkeys, however, if OBS is not the active window, the hot keys will not work. This is needed because we have Keynote active for most of the time, and we need to be able to cut between diff scenes.
