hotkey sound effects and video stinger not working (in random ways)

I've set up hotkeys for my scenes and for 2 sound effects and a video stinger (not a transition, I'm just going to stay in the same scene) but they:
work at first then stop working in the following ways:
- don't play
- play after a delay
- play several times
- the stinger sometimes plays with no sound, or with out-of-sync sound.

My CPU is hovering around 12%, and memory is 1956/15927 (this is a gaming pc I bought used, tho I'm not trying to stream games or anything, I use it for teaching so basically just run OBS Zoom and browsers) so I don't think my machine is underpowered...

It's so random and inconsistent that I suspect this is a bug, but if anyone has any suggestions I'd be very grateful.....

Anyway testing and OBS seem to be RECORDING correctly, it's the monitoring that is messed up...so that's something, it appears to be working correctly, tho I would be much happier if I could hear that it is working correctly...

It appears this is a known issue, I don't understand how to implement the solution so I'm just going to live with it for now, it'd be nice to get this problem solved for when using OBS for my zoom lessons but I'm not going to spend hours on it, it looks like streaming and recording (which is what I'm really working on at the moment) will be fine.
