Hot keys across apps in MacBook

Are the hot keys designed to work when another app is being displayed? Or do they only work when OBS is being displayed?

If that doesn't work, as I've heard in some cases, blame Mac, not OBS.

So that has been set to "Never disable hotkeys" which seems like what I am looking for, but hotkeys still won't work when my screen is focused on Numbers, or anything other than OBS. Oh Well. I guess I can just edit the recording to avoid showing the awkward transition between OBS and the subject application. Thank you for your response!
