Horrible Video Quality. Please Help

I am trying to stream and record games, but the video quality is very sub par, especially when there is a lot of movement on screen. My computer has the power to run games on high settings, and my internet has plenty of bandwidth for what I want to do. I have fiddled with just about every output setting, and I am at my wits end. I have an AMD graphics card and I am using the encoder on the hardware. I heard AMD isn't good for streaming, so is that the problem? Please, if anyone has any idea on how to make my streams presentable, please reply.

Add static borders to your scene. If still having issues, post a link to a stream recording and log

here's a stream recording and the log that was made with it. The visual issue isn't as pronounced in deadlock as I had expected, so if you want a more obvious visualizer for the issue, I can do a quick stream of warframe. That game gets VERY pixelated during action.
