Question / Help Horrible Stream Lag on a Good Computer... Help?

I've been looking into streaming on Twitch recently with OBS, and I've run into some problems. I've been trying to stream Overwatch, and I've turned the game settings down to low. I'll definitely be streaming CS:GO in the future.

Specs:

• 24GB GSkill Ripjaws X RAM
• Gigabyte GTX 960 4GB
• Intel i5-4690K Devils Canyon

Internet:

• 177 Down
• 10.5 Up

I've been streaming on 2800 bitrate, 1920x1080 downscaled to 1280x720 at 60fps. From my research, these settings should be good for my setup and connection. I'm not sure what's up. Could anyone help me out?

Try streaming at 30fps instead of 60
