Question / Help Horrendous game stuttering/fps drop when OBS is open (recording/streaming or not)

I've read around and haven't found any clear way to fix this. It happens both with Overwatch and now Destiny 2, where if OBS Studio is open in my second window, the moment it gains focus on the game I am playing, I suddenly go from a steady 144fps to a roaming number around 60fps. There is also a significant amount of mouse lag too. If I create a new scene that doesn't have any sources, my game runs fine. The drop in performance/bottleneck only occurs when OBS has focus of the game. I don't recall this happening only a few days ago, and the only thing I did between then and now was quickly changing D2's quality preset from "highest" to my "custom" setting with a few things turned down. FPS is bad across the board now, regardless of in-game settings or OBS Studio settings to my knowledge.

Turning off vsync makes the game read as running a solid 200fps (monitor only displays up to 144 though), and when OBS is open this also causes the game to stutter very badly, so it looks more like 30-40fps.

Disabling preview doesn't effect anything. Around three seconds after I tab back into Destiny 2 and OBS gains focus again, the lag kicks in again.

Does anyone have any suggestions or experience dealing with this?

I am already complying with point 5 - The only programs I have running are OBS, and Destiny 2. There also is lag even if I disable the preview, and there is lag even if I move OBS onto my main 144hz monitor so long as the scene has focus on Destiny 2 (I.E. Screen capture since D2 doesn't handle game capture. Overwatch uses game capture and still has this problem though).

EDIT: Also, about a week ago I was able to record and stream D2 while having chrome, spotify, and OBS open on my second monitor with no issues at all.
