horizontal lines running through picture on OBS but not Elgato Game Capture HD

I am using the Elgato Game Capture HD 60 S to stream my WiiU game play. When I run it through OBS Studio there are horizontal lines running through the picture that are very apparent when the camera and character are moving. These same lines do not appear when I use Elgato's Game Capture HD program. Please help me I am new to all of this and have been able to troubleshoot everything else so far!

I just fixed this finally. What I did was go to Config - Video(GS) - Plugin Settings - Shader Configuration
Then under "TV Shader (F7)" It should say "Scanline filter" Disalble that and you should be good to go.

Is this in the Elgato 4k Capture Utility software or OBS? I am having this issue while using an HD60S to capture my xbox 360.
