Hitching in Preview Window

I am experiencing hitching/rubberbanding in the preview window. Users were reporting hitching in playback so I initially thought it was a network connection issue, but even when not streaming I can see this hitching in the preview window. Its worth noting that this hitching is not appearing in-game. It does appear to get worse over time.

Hardware:
AMD Ryzen 5 3600XT
Nvidia GTX 1070 Ti
Driver: 460.79
16GB DDR4
3840x1080 @ 144hz

update:

its game specific. I can stream other games fine. I found that if i stream the display instead of the game, i dont have the problem.
