Question / Help Hiss/Static noise when I stream but not on discord

Whenever I stream i try to have a good sounding mic, i have a shure sm7b. BUT, when I'm on discord my friends tell me how good my mic is, but when i turn on my stream there is a constant hiss/static noise that is very annoying. even when my mic is UNPLUGED it still hisses. so this isnt a mic problem. I need some help and any suggestions would be helpful

What are you using for an audio interface? Are you using a Cloudlifter CL-1 or Fethead preamp to drive the SM7B, or just running your interface or mixer gain extremely high (and generally noisy)? Do be aware that the SM7B is intended for use at VERY close ranges, with the mic less than one foot from your mouth. It's a dynamic mic so there's some leeway, but if it's sitting on your desktop or halfway across the desk from you, you're going to be running into over-gain noise issues.
OBS applies no audio filtering to input sources, as Discord/Skype/TeamSpeak do. Chances are good this audio issue has been present all along, just this is the first time you're getting to hear the raw audio.

Generally you want to gain-stage properly to fix high noise floor. Yell/scream into your mic, and set your interface gain to a point where it JUST does not light the clipping indicator on the interface. After that, in Windows' Sound settings, Recording Devices, set the Level for the interface/mixer to 50 (no boost, no cut). Any alterations from that point on for volume can be handled in OBS using a Gain filter to adjust the level louder or quieter.

I'm using a cloud lifter and im using voicemeeter banana, when i use it it is quite close less than a foot or a foot. My gtain on voicemeeter is set to 2.7. But my problem isnt as severe now

What are you using as your hardware audio interface for the mic though? Voicemeeter is after the interface, and should not be used for setting initial gain (which determines your potential noise floor). You want to set any filtering and gain-staging as close as possible to the mic.
