Question / Help High system CPU usage

Hi, I have been using OBS for several months now, and about a week ago I started getting CPU problems. I encode with GPU, which is a Radeon r9 380, and when I go to task manager, my cpu is at 100%, and my system usage is at like 30%. I have never had this problem before, and it is affecting my fps in game. Any advice would be appreciated, thanks.

Can you upload a logfile with a recording/streaming session (At least a few minutes in length) please. Doing so will assist greatly anybody that can lend a hand to troubleshoot.
