Bug Report High gpu usage idle after Win 10 64-bit KB4458469

So using a previous, and current version of OBS there is high gpu usage doing absolutely nothing after this windows update. I also tried the current, and older nvidia drivers. Where before I had no problem playing games, and capturing them without dropped frames this high gpu usage from OBS has even hinder the games performance maxing out the gpu now so you can't get a good capture. The gpu usage before was quite minor, less than ten percent at best, but now it idles around 20-25% gpu usage just running. I had no problem previously recording or streaming Warframe at 2k@60 fps, which is the resolution I play at. The only change was the windows update, only after did I actually update to the latest version of obs, and try the latest nvidia drivers.. If I close obs my gpu usage goes back to a normal idle.
