Same for me. I guess it could be one of the plugins not fully compatible with the new OBS versions.
It's "fixed" as soon as I minimize OBS.

1. Continue using NVENC but change the Preset from Max Quality to Quality and uncheck the box for Psycho Visual Tuning. Both of these use additional GPU.
2. Enable Dynamic Bitrate in the Advanced Settings.

Well, @qhobbes problem still exist. Meaby problem is in game - GTA V. GPU usage of PC in game is like 60-70%, CPU - 20%~. Meaby should I go for x264 instead of nvidia nvenc(new)?

1. Change the refresh rate on your monitor from 144 Hz to 120 Hz and cap your games at 120 FPS.
2. We recommend that "Game Mode" be enabled for maximum gaming performance. Game Mode can be enabled via the Windows 10 "Settings" app, under Gaming > Game Mode.

3. Run OBS as Admin. Right click on shortcut, properties, advanced, check box, ok, apply, ok.
4. Display and Game Capture Sources interfere with each other. Never put them in the same scene (Main).
5. This log is incomplete as it does not contain a complete streaming session. If still having issues, post log after stopping streaming session.
