Question / Help High encoding on recording with hardly any CPU usage

I attached my log files but I am using x264 but when I am recording it shows hardly any CPU usage but then OBS says high encoding. Everything I read online is that my CPU isn't good enough even though it is a i7-4790K and it never goes above 50% while recording.

I am using a CPU encoder and recording or not I get 150FPS because I limit it to 150

I feel like I should add, I had OBS record a high motion video just to test if it was the game or not. I still had the issue.

I turned off game mode then rebooted. It seems to work well now. Will report back in a day.
