High CPU Usage Without Streaming

As the title says, I get high CPU usage from OBS when I'm not even streaming.
I encode off of the Nvenc New, so encoding isn't the issue, my GPU is handling this when I do actually stream.
But have noticed recently that the CPU usage jumped up with the program just being open. Is this normal? Any way to fix it?
It's using anywhere from 30-45% just being open.

Hi Fetcher, how went your nvenc issue in october? Solved then?
Would help to know about the generic health of your system.

From start on OBS ticks (fetches) all the sources, physical ones as virtual ones (like browser sources or similar...), then totalize the stuff and renders all the compilation. And all the usb stuff (and in general all the audio stuff) is handled by cpu from start on, too. Yet encoding and network transport doesn't happen alone.

Duplicate your scene collection, change into that copy. Open the task manager aside to view what happens. Is it really the obs process alone?
Then kill one source after each other, one scene after each other until the heap of usage is gone. Then you might know...

If still high usage, close the global devices (audio in settings for instance) too. If it's nothing to do with your scene collection and profile at all, make backup ones of these and do a fresh install of OBS. Then proof if the system keeps idle (with empty fresh obs install) when obs is started. Then restore your scene collection (and possibly profile) from your backup you made before.
