that error message has NOTHING to do with OBS Studio. so this is the wrong place to ask for basic operating system assistance
Though, good that you aren't foolishly ignoring the big warning and trying to record to MP4... but why to MOV? sorry not may area of expertise. but good practice to to record to the default MKV, then remux is/as required.
And running OBS Studio as Admin is bad security practice, therefore nothing I'd ever recommend, though I recognize there are some limited use cases where one may not have much choice. That said, did you set NTFS or other file/folder security for your user account, but then set OBS Studio to run on admin credentials which don't have access to that same folder?
