I need help cause my steam is constantly on a 300kbs bitrate. i dont know whats the problem is and i tried to fix it by myself but it isnt working still. when i start stream i start at 3000kbs but after two seconds i drop down to 30 or 0.

It looks like the problem is with your internet adapter. Drivers or services.
